What is PA CareerLink®

PA CareerLink®, a proud partner of the American Job Center® network, provides a wide range of employment and career development services for job seekers and employers.

Our workforce area is fortunate to have PA CareerLink® centers in each of the six counties we serve; Cameron, Clearfield, Elk, Jefferson, McKean and Potter as well as the DuBois Area.

Our Workforce Navigators will greet you at the door, identify your individual needs, and direct you to the best service options.

Each center is equipped with a resource area where job seekers can work on resumes, apply for jobs, or get access to other online tools and resources to further training, education, and job readiness.

Each center also houses professional, knowledgeable staff from a variety of agencies who are well trained and qualified to assist job seekers and /or employers with their individual employment needs, including those populations with barriers to employment.

PA CareerLink® is also Pennsylvania's job search website providing access to thousands of jobs across Pennsylvania, connecting employers and job seekers at no cost to the user. Rapid Response coordinates layoff aversion and outplacement services for employers and workers affected by layoffs, plant closures or natural disasters.

Trade Act

Trade Adjustment Assistance Program (TAA)

Provides aid to workers who lose their jobs or whose hours of work and wages are reduced as a result of increased imports or shifts in production to foreign countries. The goal of the TAA program is to help each worker participating in the program obtain suitable employment whenever possible and return to employment as quickly as possible.

Trade Readjustment Allowances (TRA)

Eligible individuals may receive weekly unemployment benefits call Trade Readjustment Allowances (TRA). TRA benefits are paid after you have exhausted all rights to regular and federal unemployment compensation and meet the eligibility requirements.

Work Opportunity Tax Credit

Workforce System Partners

The Memorandum of Understanding outlines the roles and responsibilities of each partner and is an agreement between Workforce Solutions for North Central PA / the North Central Workforce Development Board; the PA CareerLink® system partners; and the Chief Elected Official Board.

The Workforce Innovation and Opportunity Act (WIOA) mandates the requirement of a local / regional plan to address the core programs of Title I - Adult, Dislocated Worker and Youth Programs; Title II – Adult Education and Family Literacy Programs; Title III – Wagner-Peyser Act Programs and Title IV – Vocational Rehabilitation.

The PA CareerLink® One-Stop Operator is responsible for the day to day operations of the PA CareerLink® and the functional supervision of the various partners co-located at the PA CareerLink® centers.

The Senior Community Service Employment Program authorized under Title V of the Older Americans Act of 1965 (42 USC 3056 et seq.);

Career and technical education programs at the postsecondary level authorized under the Carl D. Perkins Career and Technical Education Act of 2006 (20 USC 2301 et seq.);

Trade Adjustment Assistance activities authorized under Chapter 2 of Title II of the Trade Act of 1974 (19 USC 2271 et seq.);

Jobs for Veterans State Grants programs authorized under Chapter 41 of Title 38, USC;

Employment and training activities carried out by the Department of Housing and Urban Development;

Programs authorized under State unemployment compensation laws (in accordance with applicable Federal law);

Programs authorized under sec. 212 of the Second Chance Act of 2007 (42 USC 17532; and

Temporary Assistance for Needy Families (TANF) authorized under Part A of Title IV of the Social Security Act (42 USC 601 et seq.), unless exempted by the Governor under §678.405(b).

PA CareerLink® Locations

Our workforce area is fortunate to have a physical presence in each of the six counties we serve; Cameron, Clearfield, Elk, Jefferson, McKean and Potter and the DuBois Area.

Additionally, we have added access to a lending library of laptops for those in need of technology AND added Wi-Fi accessibility to our PA CareerLink® centers' parking lots to ensure accessibility to services after hours.
