What is PA CareerLink®
PA CareerLink®, a proud partner of the American Job Center® network, provides a wide range of employment and career development services for job seekers and employers.
Our workforce area is fortunate to have PA CareerLink® centers in each of the six counties we serve; Cameron, Clearfield, Elk, Jefferson, McKean and Potter as well as the DuBois Area.
Our Workforce Navigators will greet you at the door, identify your individual needs, and direct you to the best service options.
Each center is equipped with a resource area where job seekers can work on resumes, apply for jobs, or get access to other online tools and resources to further training, education, and job readiness.
Each center also houses professional, knowledgeable staff from a variety of agencies who are well trained and qualified to assist job seekers and /or employers with their individual employment needs, including those populations with barriers to employment.
PA CareerLink® is also Pennsylvania's job search website providing access to thousands of jobs across Pennsylvania, connecting employers and job seekers at no cost to the user. Job Seeker Services
Basic Career Services
- Outreach, intake and orientation to the information, services, program, tools and resources available through the local workforce system;
- Initial assessments of skill level(s), aptitudes, abilities, and supportive service needs;
- In and out-of-area job search and placement assistance (including provision of information on in-demand industry sectors and occupations and non-traditional employment);
- Access to employment opportunities and labor market information;
- Performance information and program costs for eligible providers of training, education, and workforce services;
- Information on performance of the local workforce system;
- Information on the availability of supportive services and referral to such, as appropriate;
- Information and meaningful assistance on Unemployment Insurance claim filing;
- Determination of potential eligibility for workforce Partner services, programs, and referral(s);
- Information and assistance in applying for financial aid for training and education programs in addition to that which is provided under WIOA.
Individualized Career Services
- Comprehensive and specialized assessments of skill levels and service needs;
- Development of an individual employability development plan to identify employment goals, including the review and discussion on career pathway opportunities, appropriate achievement objectives, and appropriate combination of services for the customer to achieve the employment goals;
- Referral to training services;
- Literacy activities related to work readiness;
- Individual counseling and career planning;
- Case management for customers seeking training services;
- Work experience, transitional jobs, registered apprenticeships, and internships;
- Work preparation/readiness services, including in person and online workshops;
- Post-employment follow-up services and supports.
Training Services
- Occupational skills training through Individual Training Accounts (ITAs);
- On-the-Job Training (OJT);
- Incumbent Worker Training;
- Programs that combine workplace training with related instruction which may include cooperative education;
- Training programs operated by the private sector;
- Skill upgrading and retraining;
- Entrepreneurial training;
- Customized training conducted with a commitment by an employer or group of employers to employ an individual upon successful completion of the training;
- Other training services as determined by the workforce partner’s governing rules.
Employer Services
PA CareerLink® recognizes the balance between job seeker services and EMPLOYER services. Each rely on the other; the job seeker relies on the online postings and the employer relies on the applicant pool. Therefore, services to EMPLOYERSis just as important and services to job seekers.

Specialized Employer Services
Rapid Response
Rapid Response coordinates layoff aversion and outplacement services for employers and workers affected by layoffs, plant closures or natural disasters.
Trade Act
Trade Adjustment Assistance Program (TAA)
Provides aid to workers who lose their jobs or whose hours of work and wages are reduced as a result of increased imports or shifts in production to foreign countries. The goal of the TAA program is to help each worker participating in the program obtain suitable employment whenever possible and return to employment as quickly as possible.
Trade Readjustment Allowances (TRA)
Eligible individuals may receive weekly unemployment benefits call Trade Readjustment Allowances (TRA). TRA benefits are paid after you have exhausted all rights to regular and federal unemployment compensation and meet the eligibility requirements.
Work Opportunity Tax Credit
The Work Opportunity Tax Credit (WOTC) is a federal tax credit available to employers for hiring indviduals from specific target groups who have consistently faced significant barriers to employment.

Federal Bonding
The Federal Bonding Program was created as an incentive to employers to hire “at risk”, hard-to- place job seekers and may provide an employer a business insurance policy that protects an employer against loss of money or property due to employee dishonesty.

The Memorandum of Understanding outlines the roles and responsibilities of each partner and is an agreement between Workforce Solutions for North Central PA / the North Central Workforce Development Board; the PA CareerLink® system partners; and the Chief Elected Official Board.
The Workforce Innovation and Opportunity Act (WIOA) mandates the requirement of a local / regional plan to address the core programs of Title I - Adult, Dislocated Worker and Youth Programs; Title II – Adult Education and Family Literacy Programs; Title III – Wagner-Peyser Act Programs and Title IV – Vocational Rehabilitation.
The PA CareerLink® One-Stop Operator is responsible for the day to day operations of the PA CareerLink® and the functional supervision of the various partners co-located at the PA CareerLink® centers.

Our workforce area is fortunate to have a physical presence in each of the six counties we serve; Cameron, Clearfield, Elk, Jefferson, McKean and Potter and the DuBois Area.
Additionally, we have added access to a lending library of laptops for those in need of technology AND added Wi-Fi accessibility to our PA CareerLink® centers' parking lots to ensure accessibility to services after hours.
